QC, QA and TQM: three ways to manage quality
Quality means being fit for purpose and meeting the standard customers expect — it covers service, not just the product. 4BS1 sets out three approaches. QC (quality control): inspect finished output to remove faults — checks at the END. QA (quality assurance): agree standards and check at every stage, preventing faults. TQM: a whole-business culture where every employee owns quality, aiming for zero defects. The key difference is WHO checks and WHEN.
Why quality matters to customers and business
Quality matters to two groups, and answers must say WHICH benefits and HOW. To customers: safety, value for money, and the satisfaction and trust that bring them back. To the business: a stronger reputation, repeat custom, fewer returns and less waste (lower costs), higher prices (a possible USP), and greater competitiveness. The two link: happy customers earn the business its reputation and sales, but building quality in raises costs — the counterweight in any evaluation.
TQM: a culture of continuous improvement
TQM is the approach candidates most misunderstand. It is not a single check but a whole-business culture: every employee is responsible for quality, aiming for zero defects and continuous improvement (kaizen), faults prevented right first time. Benefits: less waste, fewer returns and lower costs; a strong reputation and loyalty; possibly higher prices. Drawbacks: it needs training investment and a culture change relying on staff commitment, which takes time.

Explaining quality but not applying it
On Analyse and Evaluate questions (including quality service), candidates understand in general why quality matters but never tie it to the business in the extract, so the answer caps at the lower bands. A contextualised answer instead uses a specific extract detail — the product, the service, the customer, a rival — and builds a chain from it.

Two-sided answer with no judgement
On Justify and Evaluate questions, candidates describe both approaches or list advantages and disadvantages but never reach a supported, case-specific conclusion, so they stay mid-band. The AO4 marks need a developed counterbalance AND a reasoned judgement on why one side outweighs the other for THIS firm — weighing its market, objectives and costs.

Thinking quality control prevents faults
Quality control does NOT prevent faults — it inspects finished output and finds faults AFTER they are made, once materials and labour are used, so it can be wasteful. It is quality assurance that prevents faults, by agreeing standards and checking at every stage. QC catches faults at the end; QA and TQM aim to stop them arising.
Treating QC, QA and TQM as the same
QC, QA and TQM are distinct and not interchangeable. QC inspects finished output to remove faults; QA sets agreed standards and checks at every stage to prevent faults; TQM makes quality every employee's ongoing responsibility, a culture aiming for zero defects. Swapping one term for another — e.g. calling a final inspection "TQM" — loses the method marks.
Writing about quality, not the named method
When a question names a method — usually TQM — candidates write generally about making good-quality products instead of explaining HOW it works. For TQM: quality is everyone's responsibility, the aim is zero defects and continuous improvement, and faults are prevented, not inspected at the end. The same trap hits QC and QA.
Nov 2024 P1 Q4(c): the majority wrote generically about the importance of quality products rather than how TQM specifically would affect the business, so only level-3 answers gave TQM-specific benefits and limitations.
Assuming higher quality is free and best
Higher quality is not free and not automatically best. Raising it usually raises costs — inspection, training, better materials, or TQM — so the benefits must be weighed against them. For a budget, low-price firm, spending heavily on quality could push prices above what customers will pay. The right level depends on the market and the firm's objectives.
QC/QA/TQM confused; quality seen as free
Four misconceptions weaken answers. QC, QA and TQM differ: QC inspects finished output and finds faults, QA checks at every stage to prevent them, TQM makes quality everyone's culture. Higher quality is not free — it raises costs. It is not automatically best; the level depends on the market and objectives. And quality is not only the product; service matters too.

Be method-specific, not generic
If a question names TQM, QC or QA, explain what makes THAT method distinctive — for TQM: everyone is responsible, zero defects, continuous improvement, prevent not inspect. Generic "good products means happy customers" shows no method knowledge and caps the marks.
On Analyse, chain it to the business benefit
On an Analyse, build a cause-and-effect chain in context aimed at the BUSINESS: e.g. fewer defects, so fewer returns and less waste, so lower costs and a better reputation, so more repeat custom. Describing the method without linking it to the firm stays in the lower bands.
State/Outline need a specific extract detail
On State and Outline items, naming the business is NOT context. Add a specific detail from the extract — a product, a customer complaint, a rival's offer — to earn the AO2 application mark. A correct but generic point loses the second mark.
Justify/Evaluate need a supported judgement
On a 9-mark "Justify" choose ONE approach and say why it suits THIS firm; on a 12-mark "Evaluate" weigh higher quality's benefits against its costs and conclude why one side wins. AO4 needs a developed counterbalance plus a reasoned judgement, not just a balanced description.
